Both. Unarmed officers cover most standing posts, patrols and event work. Armed officers are assigned where the risk assessment supports it. Every armed officer holds a current BSIS exposed firearms permit in addition to a guard registration.

Yes. Every officer holds a current California guard registration issued by the Bureau of Security and Investigative Services, which requires fingerprint background checks through both the California Department of Justice and the FBI.
